Since 2019, NATO has been developing a strategy for emerging and disruptive technologies (EDTs). The objective is to transform technological strength into military capability, ensuring that NATO allies maintain a technological edge in emerging technologies and an absolutely leading position in technology. This aim intends to form a strategic deterrence and containment against potential adversaries. Since its implementation, NATO's Emerging and Disruptive Technologies Strategy has consistently expanded its technological scope from 8 categories of EDTs to 10 categories now. Moreover, this strategy highlights the importance of integration and synthesis of various technologies. During the implementation, NATO has emphasized the collaboration among governments, businesses, and academia to institutionalize its financial channels and facilitate the innovation and development of military-civilian technologies. From the perspective of bloc politics, NATO's Emerging and Disruptive Technologies Strategy also reflects the construction of identity politics within the international order. By distinguishing allies from adversaries based on shared values, it further consolidates the U.S.-led international security order. However, the development of NATO's Emerging and Disruptive Technologies Strategy will also face limitations, such as difficulties in technology research and application, incomplete supply chain integrity, the need for improved interoperability among allies, and differences in conceptual understanding within the alliance. In the long term, the strategy will shape the future nature of warfare, operational norms, and realignment of global technology supply chains, and have profound impacts on policy formulation. In addition, this strategy will trigger a new round of military competition, profoundly impacting the policy standards and formulation of various countries.
