1 Introduction

In the context of globalization, language has become an important means for countries to exercise their power, and China's language policy research has made significant progress, becoming a key area serving national strategy and social development. Enhancing China's discourse power in the field of international academic communication, especially in language policy research, is an important task of Chinese language policy research. Shen Qi and Sun Yu (2022) pointed out that the issue of international academic discourse power focusing on Chinese language policy is not only because language policy in the international academic field is a hot topic of concern in current Chinese language policy, but also reflects the awareness of discourse power in Chinese linguistic research. The international academic discourse power is reflected in the organic integration of academic participation, academic ability, and academic influence. Enhancing the international academic discourse power of Chinese language policy research also needs to take into account both "internal" and "external" aspects: it is necessary to evaluate the contributions and influence of Chinese scholars on the international academic stage, as well as to deeply analyze the research results and interpretation perspectives of foreign scholars on Chinese language policy, which is currently a relatively weak link in domestic academic research and urgently needs to be strengthened in attention and in-depth exploration. Chinese scholars tend to cite the achievements of scholars from English speaking countries when studying language policy issues in China, while paying insufficient attention to the relevant research of scholars from non English speaking countries such as Russia, which to some extent reflects that Chinese scholars still need to improve their emphasis on academic achievements from non English speaking countries. This situation may be influenced by two factors: one is the centralization tendency of academic discourse. English speaking countries have long held a central position in many academic fields, which has affected the attention of the Chinese academic community to academic achievements in "peripheral" areas; The second is the central dominance of academic paradigms. The 'central' region not only outputs academic achievements, but also largely determines academic paradigms, and the use of different paradigms in academic research is easily overlooked. This reflects the power structure of the international academic community and the challenges China faces in enhancing its international academic discourse power. Studying the current status of international research on Chinese language policy and summarizing strategies to enhance China's international academic discourse power is of great significance for deepening research on Chinese language policy, promoting international academic exchanges, and enhancing cross-cultural understanding. It will also help to raise awareness of issues related to the international dissemination of Chinese academic discourse and is an important component of China's foreign discourse system construction.

2 Research objects and methods

It is pointed out that Chinese scholars have shortcomings in the construction of international academic discourse power, such as a lack of case studies and attention to specific disciplinary fields. The article takes the study of Chinese language policy by the Russian academic community as a case study to explore strategies for enhancing China's international academic discourse power. China and Russia have strategic complementarity in terms of geopolitical and cultural influence, and Russia's non Western perspective is of great significance for international research on China's language policy. As multi-ethnic and multilingual countries, the two countries face similar language issues and policy adjustment challenges. The research perspective of Russian scholars is relevant and of reference value. Studying the attention of Russian scholars can provide opportunities for both countries to learn from each other in dealing with related issues. For a long time, European and American countries have dominated the academic discourse and have not paid attention to the hot issues of Chinese language. Studying the specific concerns of Russian scholars can help break the traditional international academic landscape, promote the decentralization of international academic research, and build a more fair, diverse, and inclusive international academic ecosystem. This study conducted a thematic search using relevant search terms in two major academic databases in Russia, obtaining 53 valid literature samples, which constitute the core analysis object and discussion basis of the research.

3 Research Findings and Results Discussion

A chart of the annual publication volume of Russian scholars on Chinese language policy research from 2009 to 2025 was drawn using Excel software. It was found that the overall publication volume showed an upward trend, exceeding the average annual level after 2014, indicating the continuous attention of Russian scholars to this field. However, the overall research scale is limited, which may lead to insufficient understanding and analysis of Chinese language policy, making it difficult to have sufficient influence in the international academic community. The scale and depth of research play an important role in enhancing international academic discourse. China should actively build an open academic cooperation platform, provide abundant research resources, and support foreign scholars to conduct more comprehensive and in-depth research.

4 thoughts and suggestions

This chapter proposes strategies to enhance the international academic discourse power of Chinese language policy based on a case study of Russia's research on Chinese language policy. Firstly, it is emphasized to enhance the international communication awareness of Chinese academic research, establish a two-way interactive process, and serve the enhancement of national soft power. Secondly, based on the differences in language environments between China and foreign countries, we should construct international communication strategies and adopt differentiated strategies to enhance international persuasiveness. At the same time, facing the uneven distribution of international academic discourse power, Chinese scholars should adopt a dual line strategy, integrate into existing academic "centers" and expand cooperation with "non center" countries. Finally, Chinese scholars should actively seek breakthroughs, strengthen cross linguistic academic expression abilities, establish cooperative relationships with international scholars, deeply explore the universal significance of research results, integrate local research into the international academic context, and achieve internationalization.
