Curriculum core literacy refines educational policies, while student core literacy focuses on students' positions and development perspectives. Core literacy refers to human literacy, which is formed and enhanced through subject education and curriculum learning, rather than the literacy of the subject or curriculum itself. The development of core competencies refers to the development of students' values, character, and abilities, and is the pursuit of educational values.

What is the relationship between the core competencies that English subjects/courses should develop and the core competencies that Chinese students should develop?

This article introduces the core competency system for the development of Chinese students, developed by Professor Lin Chongde's team, with the aim of cultivating essential qualities and key abilities that meet the needs of lifelong and social development. This system is fundamental, integrated, interdisciplinary, and forward-looking, divided into three areas: cultural foundation, independent development, and social participation. The Compulsory Education Curriculum Plan (2022 Edition) requires focusing on the development of core competencies for Chinese students, cultivating correct values, essential character traits, and key abilities to adapt to future development. The English curriculum standard revision team has conducted in-depth research on various indicators of Chinese students' development of core competencies, and benchmarked them to integrate the connotation, characteristics, and performance levels of relevant competencies into the English curriculum student core competency system. The core competencies that English courses focus on cultivating, such as language ability, cultural awareness, thinking quality, and learning ability, are fully reflected in the course objectives, content selection, and academic quality standards, which are highly consistent with the performance dimensions, core indicators, and basic points of the "Core Competencies for Chinese Student Development". The development of core competencies for Chinese students and the cultivation of core competencies in English courses have a general and specific relationship. The former needs to be reflected and implemented in the curriculum through the latter, while the latter is guided and regulated by the former. The connotations of the two are in line.
