This article introduces the concept of "moral governance" proposed by Confucius based on the principle of "Ming De Shen Punish" in the Western Zhou Dynasty. It emphasizes the decisive role of morality in politics and regards moral education as the fundamental principle and method of governing a country, as opposed to "imposing punishment". Moral governance does not exclude criminal law, but highlights the guiding role of morality in politics. By citing examples from the Analects of Confucius, it metaphorically illustrates the core position of moral education in national governance, as the North Star is surrounded by numerous stars.
