Discussed the popularity and importance of Chinese globally, pointing out the increasing opportunities for its use as an official or working language of international organizations, as well as its widespread application in international metropolises. Chinese education is carried out in over 190 countries and regions worldwide, with 85 countries incorporating it into their national education systems and over 30 million overseas learners. At the same time, it pointed out the shortage of Chinese language teachers and emphasized the key role of educational informatization in promoting high-quality development of education. International Chinese education requires digital transformation, the development of smart teaching, and the construction of a smart education ecosystem to meet the needs of the times and education.

2. International Chinese Smart Education Policy Requirements: Act after planning and implement accordingly

The new model of smart education has expanded the development path of international Chinese education by integrating teaching, learning, testing, evaluation, management, and research, making up for the shortcomings of traditional education and achieving large-scale, flexible, and personalized education. The combination of smart technology and education system has built an international Chinese smart education ecosystem with flexibility, openness, and adaptability, promoting the improvement of education quality and the reduction of costs. Smart education has promoted the construction of the international Chinese education discipline system, achieving breakthroughs and innovations in teaching theory, professional positioning, teaching practice, and teaching technology. The application of technologies such as big data and cloud computing provides accurate data and practical basis for educational knowledge, teaching methods, and evaluation, while expanding academic communication platforms through new media and enhancing China's academic discourse power.

4 Challenges Faced by International Chinese Smart Education: Emerging and Advancing Despite Difficulties

International Chinese smart education faces multiple challenges in digital transformation. Teachers' digital literacy needs to be improved to adapt to online teaching practices, but there is a lack of updating educational theories and offering courses on new technology applications. Students face a digital divide, including regional, intergenerational, and cognitive differences, and need to pay attention to vulnerable groups and provide positive guidance. Although Chinese digital resources are abundant, there are issues of dispersion and fragmentation, and users' awareness of copyright and technological application models need to be strengthened. The design, resource supply, and cooperation of smart education platforms need to be optimized to achieve a co construction and sharing system. The low degree of integration between high-tech and education, insufficient technological empowerment, affects the usability and compatibility of smart education products. Although Chinese education platforms are popular worldwide, their market competitiveness needs to be improved, and they face challenges in terms of product awareness, teaching strength, educational philosophy, and modern technology applications.

5 Development Strategies for International Chinese Smart Education: Based on Digitization and Targeting Digitization

The paper explores the development strategies of international Chinese smart education and emphasizes the importance of digitization. Firstly, nine major strategies were proposed, including strengthening policy standards, enhancing information literacy, insisting on quality as the king, gathering diverse stakeholders, adhering to problem driven approach, adhering to education oriented approach, conducting demonstration and guidance, improving service quality, and strengthening international cooperation. These strategies aim to build an open, inclusive, and standardized international Chinese smart education ecosystem, promote the application and feedback of educational technology, improve the quality of education, promote interdisciplinary cooperation, and strengthen international exchanges and cooperation.
