In order to strengthen the protection of minors, the Ministry of Education has piloted the access inquiry work for employees of off campus training institutions in Shanghai, Guangzhou, Zhengzhou, and Weihai, and lawfully dealt with individuals with sexual assault records. The Notice requires the comprehensive implementation of the admission inquiry system, covering all intended and employed personnel, to ensure safety. Inquiry work must be conducted in accordance with laws and regulations to safeguard rights and obligations. Training institutions must obtain consent before conducting inquiries and standardize the use of results. Education departments and training institutions at all levels should fulfill their responsibilities and handle violations in accordance with the law. The Ministry of Education will guide various regions to implement inquiry work, rely on regulatory platforms to conduct regular inquiries, and strengthen safety protection for off campus training.
