The Yellow River Protection Law will come into effect on April 1, 2023, aiming to strengthen the protection of the ecological environment in the Yellow River Basin, ensure the safety of the Yellow River, promote the efficient and intensive use of water resources, promote high-quality development, and protect, inherit, and promote the culture of the Yellow River. This law addresses issues such as fragile ecological environment and water scarcity in the Yellow River Basin, and provides regulations on ecological protection and restoration, pollution control, water resource utilization, water and sediment regulation, flood control safety, high-quality development, and protection of Yellow River culture. The law emphasizes the principle of water resource utilization that prioritizes water conservation, takes into account overall planning, intensive use, and careful budgeting. It implements a rigid constraint system for water resources, optimizes the development and protection pattern of national land space, promotes the scientific and rational layout of population and cities, and constructs a modern industrial system that is compatible with the carrying capacity of water resources. At the same time, we encourage the use of advanced water-saving technologies, accelerate the formation of water-saving production and lifestyle, and promote the construction of a water-saving society. The law also stipulates to strengthen the protection of historical and cultural cities, towns, villages, intangible cultural heritage, cultural relics and relics with revolutionary commemorative significance in the Yellow River Basin, build the Yellow River National Cultural Park, and support the provision of public cultural services that reflect the characteristics of the Yellow River Basin and embody the spirit of Yellow River culture. The implementation of the Yellow River Protection Law marks a new era of ecological civilization and rule of law in the Yellow River Basin, which will promote ecological protection and high-quality development.
