Speaker Lu Baiwen shared his original intention and experience of becoming a police officer, emphasizing that the responsibility of police officers is to serve the people. By participating in the security tasks celebrating the 100th anniversary of the founding of the Communist Party of China and the 20th National Congress of the Party, I have experienced the hard work and importance of police work. In the speech, it was mentioned that the public security forces have played a key role in maintaining social order and ensuring people's safety. Special actions such as "Fox Hunting," "Kunlun," and "Clean Net" have significantly enhanced people's sense of security. The speaker called on as reserve police officers in the new era, to be loyal to the Constitution, keep the people in mind, take practical actions to protect the lights of thousands of households, ensure that the legitimate rights and interests of the people are not infringed, and build a higher level of peaceful China.

The speech emphasized the forty year development process of the Chinese Constitution, which has undergone five major revisions from 1982 to the present to adapt to the development of the times and the needs of the people. Every amendment to the Constitution reflects a response to the will of the people and a keeping up with the pace of the times. The fifth amendment in 2018 further strengthened the leadership of the CPC and maintained national unity and social stability. The Constitution is not only a record of history, but also a link connecting the country, society, and citizens, safeguarding the basic rights of citizens. Lu Baiwen was honored to win the runner up in the university group at the 7th National Student "Study Constitution and Speak Constitution" activity. He started participating in related activities in high school and participated again after college with the encouragement of his teachers. During the competition, he felt a dialogue with his past self and witnessed his growth. The help and encouragement from teachers and classmates gave him courage, believing that grades are the result of everyone's joint efforts. As a law school student, he delved into the study of the Constitution and understood its core position in the socialist legal system with Chinese characteristics. He read the articles of the Constitution, relevant discussions of General Secretary Xi Jinping, articles by constitutional scholars, and cases of the public security forces to find inspiration for his speech. Lu Baiwen believes that the current constitution is the fundamental legal guarantee for the path of socialism with Chinese characteristics, reflecting the unity of the leadership of the Party, the people being the masters of the country, and the rule of law.
