1、 Introduction

Emphasis was placed on the importance of international Chinese education planning in the new era, and policy documents such as the "International Chinese Education Chinese Proficiency Level Standards" and the "Opinions of the General Office of the State Council on Strengthening Language and Writing Work in the New Era" were introduced. The importance of international Chinese education planning in enhancing the international status and influence of Chinese language and strengthening the promotion of overseas Chinese language education was pointed out. At the same time, it pointed out the important role of Chinese language education planning in overseas Chinese communities in forging a sense of community for the Chinese nation, as well as the current lack of research in this field. Finally, it is proposed to use the SWOT analysis model to conduct a comprehensive analysis of Chinese education planning in overseas Chinese communities, and provide suggestions and countermeasures.

2、 Analysis framework

In depth exploration of the concept of "Mandarin Chinese" and its importance in international Chinese education planning. Scholars such as Lu Jianming, Lu Deping, and Li Yuming have elaborated on the definition and role of Mandarin Chinese, emphasizing its mission as a common language among Chinese people worldwide. Drawing on Kachiru's three circle model, the author proposes a three circle model for international Chinese education planning, including the Greater Chinese Language Circle, Overseas Chinese Culture Circle, and Expansion Circle, and subdivides the Greater Chinese Language Circle. In addition, the chapter also introduces the SWOT analysis model, which analyzes the Chinese education planning of overseas Chinese communities from four dimensions: strengths, weaknesses, opportunities, and threats, in order to select the best strategy and provide recommendations.

3、 Analysis of Chinese Education Planning for the Core Outer Circle of Mandarin Chinese under the SWOT Model

The SWOT model was used to analyze the strengths, weaknesses, opportunities, and threats of overseas Chinese communities in the planning of Chinese education in the core outer circle of Mandarin Chinese. The advantages include the expansion of the international influence of Chinese language, the wide range of Chinese language usage areas, the deep emotional attachment of overseas Chinese to Chinese language, the establishment of official language status of Chinese language in some countries, and the promotion of Chinese language education by overseas Chinese communities and Chinese language education foundations. The main disadvantage is the lack of standardized Chinese language in overseas Chinese communities, including differences in character forms and vocabulary. The opportunities come from the improvement of China's international status, the promotion of the "the Belt and Road" and the community of shared future for mankind initiative, the support of overseas Chinese schools and Chinese language media, the inheritance of overseas language landscape to Chinese language, and the trend of younger learners. The threats include competition from other dominant languages and the impact of the post pandemic era on international Chinese education. These analyses provide a comprehensive and in-depth perspective for the planning of Chinese education in the core outer circle of Mandarin Chinese.

4、 Suggestions and Countermeasures

Five suggestions and strategies have been proposed for the planning of Chinese education in the core outer circle of Mandarin Chinese. Firstly, it is emphasized to conduct research on Chinese language life, understand the Chinese education and usage in overseas Chinese communities, and provide a foundation for educational planning. Secondly, it is recommended to implement measures to standardize the Chinese language in overseas Chinese communities, in order to promote the convergence of the Chinese language. Thirdly, handle the relationship with international Chinese education planning in other circles, utilize the experience of the core and sub core circles of Mandarin Chinese, and leverage the radiating and connecting role of overseas Chinese communities. Fourthly, strengthen the reputation planning of Chinese language, enhance the international image of Chinese language, and focus on overseas Chinese and establish the label of "easy to learn and interesting" in Chinese language. Finally, enhance the crisis response capability of Chinese language by introducing adaptable learning models and teaching methods in the post pandemic era, and improve the resilience and emergency response capabilities of Chinese language education in overseas Chinese communities.

5、 Conclusion

This paper discusses the promotion and optimization of international Chinese education planning in the context of the new era. Through SWOT analysis, a global analysis of the Chinese education planning of the core outer circle of the Greater Chinese Language Center was conducted from four dimensions: strengths, weaknesses, opportunities, and threats. The aim is to provide strategies and paths for the Greater Chinese Language Center and global Chinese education planning. At the same time, it points out that the international Chinese education planning needs further thinking and exploration by the academic community.
